Self-Insured Financial Requirements (Schedule 3) - Final Changes

Please find below the Self-Insured Financial requirements as reviewed and amended by RTWSA.

Noting these changes will take effect on January 1st 2026, there will be an online Forum at which time RTWSA will provide clarity on the changes, if you would like to have specific points discussed either on the 26th or at any other time please contact either Aron Marchegiano, aron.marchegiano@rtwsa.com, or myself.

Please note the Schedule 3 Financial Requirements are only relevant to private self-insured employers. Crown agencies can disregard this article.

Following two rounds of consultation, feedback has been reviewed with changes to the Schedule 3 Financial Requirements now finalised.

Attached for your review are:

  • Explanatory Note - SI Financial Requirements
  • Appendix A – Actuarial Guidelines (inclusive of tracked changes)
  • Appendix B – Actuarial Guidelines (final version)
  • Appendix C – Code of Conduct (relevant extract with tracked changes)
  • Appendix D – Code of Conduct (final relevant extract)
  • Appendix E – Actuarial Valuation Appendices Template

The Explanatory Note summarises the feedback received, details the final changes made, and explains which feedback was incorporated and why.

Please ensure communication occurs with the relevant staff within your organisation who are responsible for the administration of Schedule 3 Financial Requirements.

The changes to the Code of Conduct have been approved for publication in the South Australian Government Gazette, and are expected to be published within the next month. However, the effective date of the change is 1 January 2026.

Next Steps

Self-Insured Employers will be able to comply with the updated Financial Requirements from 1st September 2025. The current version of the Financial Requirements will cease to be in effect from 31st December 2025. This means that there will be a transition period of three months from 1st September 2025 to 31st December 2025 where the updated versions of the requirements can be used by Self-Insured Employers but will not be enforced by ReturnToWorkSA should an employer wish to continue using the current requirements.

Online Forum

An Online Forum will be held on Friday 26 September at 2.00pm (via Microsoft Teams), to outline the final changes, and provide stakeholders with the opportunity to ask questions.
